I replaced the outside lock and it was working fine put a new actuator in and put the panel back on and installed the inside door handle.
The liftgate glass can then be opened using the button on the liftgate.
My 06 tahoe just got this problem all other doors lock and unlock with the fab and door switch but the hatch is in permanent locked mode.
Remove those two screws and push the pins through and the whole assembly will pop out allowing you to access the bulb by twisting the connection and pulling it out.
Why is this happening.

You will see two screws that hold the assembly in place.
The window still works but not the door.
Open the rear hatch and locate the area behind the light you wish to change.
To unlock the liftgate and liftglass from the outside insert the key into the liftgate lock and turn it counterclockwise.
